This document is intended to articulate specific policies and reforms that Dr. Helmut Lucero Love will champion in the role of House District 57 representative

6 Policy Categories

#1 Affordability

Smart, Incentive-Driven Tax Reform

  • Eliminate state income tax for individuals earning under $1 million—putting more money back into the hands of working families and entrepreneurs
  • Incentivize high earners (above $1M) to reinvest in Georgia through AI-for-Good programs in exchange for similar targeted tax reductions
  • Encourage corporate investment in public-impact innovation through performance-based tax incentives to invest in AI-for-Good initiatives
  • Stabilize property taxes for long-term homeowners by passing the Homestead Tax Exemptions as offered, only adding Renters Clauses requiring % savings passed to tenants

Healthcare Affordability and Mental Care

  • Establish standardized pricing bands for common procedures and services across providers.  Require clear, consumer-accessible pricing to empower patients and increase competition
  • Develop a unified digital healthcare infrastructure:  Create a single-state API layer for eligibility, claims, and payments to streamline administration across all payors
  • Implement a universal quality reporting system aligned with federal standards.  Require a direct-to-consumer cost reduction schedule to ensure savings are passed on to patients
  • Expand access to mental and behavioral health services for children, families, and communities
  • Advance state-supported research into innovative treatments, including carefully regulated psychedelic-assisted therapies for PTSD, depression, and substance use disorders
  • Invest in ethical research focused on early detection, prevention, and rehabilitation of pedophilic behaviors and child sexual abusers, prioritizing child safety

Financial Empowerment with Literacy

  • Establish a statewide, AI-enabled financial literacy program integrated into every year of public education
    • Equip both parents and students with lifelong financial skills—budgeting, investing, credit, and wealth-building
    • Provide access to Georgia-based certified financial professionals, supported by advanced AI tools for personalized, ongoing coaching
  • Implement a transparent, performance-aligned fee model on select services, reinvesting proceeds back into the state to reduce reliance on gambling-based funding for programs like HOPE Scholarships

 

#2  AI-for-Good

Democratize Social Services

  • Establish a secure, citizen-controlled data infrastructure for mental and behavioral health, giving individuals ownership, consent rights, and transparency over how their data is used
  • Build a statewide AI innovation ecosystem including (grants, tax credits, procurement priority) across the data infrastructure to accelerate solutions across:  Healthcare, Education, Housing, Foster Care, Criminal justice, and Democratic integrity
  • Enable performance-based partnerships between government and private innovators to develop scalable solutions requiring outcome-based benchmarks for funding rounds. 
  • Position Georgia as an export hub, scaling successful models nationally and globally with sales royalties due to the State as a new form of revenue 
  • Require that companies receiving state AI funding demonstrate ownership and leadership diversity that reflects Georgia’s population

Georgia Wealth-Sharing Initiative

  • Launch a state-backed innovation fund that distributes capital through Micro-grants for early-stage entrepreneurs and workforce and trade skill development programs 
    • Centralized AI-powered system for transparent allocation of funds, real-time impact tracking, fraud detection and prevention for future distributions.  
    • Business performance and use of funds in first year can be used to determine future education and financial awards
    • Promotes a healthier merit-based secondary-step to programs like SNAP
  • Create innovative, gamified workforce and entrepreneurship programs designed to help individuals transition from assistance programs into skilled, independent income pathways (see example)

Government Integrity

  • Implement AI-powered monitoring tools to detect insider trading risks among lawmakers and flag potential recusal violations
  • Deploy AI-enhanced identity verification systems for elections and public services

#3  Housing and Homelessness

Expanding Housing Supply at Scale

  • Launch the No-Homeless-Georgian Initiative to dramatically increase housing availability across the state
  • Enable mixed-use and multi-family zoning to unlock smart, community-centered development
  • Introduce build-to-rent incentives to meet rising demand with flexible housing options
  • Fast-track public housing development with modern, efficient, and accountable process

Protecting Renters & Raising Standards

  • Strengthen renter protections with clear standards for transparency, safety, and habitability
  • Improve enforcement of housing assistance programs, including Section 8
  • Ensure accountability for landlords while maintaining a fair, balanced market

Innovating the Future of Housing

  • Promote new models of ownership and access, including fractional ownership
  • Support technology-enabled rental systems that increase efficiency, transparency, and access

Results-Driven Homelessness

  • Guarantee access to emergency shelter and basic care—while ending systems that reward ambiguity and lack of accountability
  • Organize all publicly funded homelessness services into three clear, licensed pathways:
    • Economic Stabilization: For individuals facing temporary hardship
    • Work & Recovery: For able-bodied adults needing structure and pathways back to employment
    • Clinical Supportive Housing: For those facing serious mental illness, addiction, or significant impairment
  • Tie public funding to results—ensuring programs deliver real, lasting impact including but not limited to: Permanent exits to stable housing, Reduced returns to homelessness, Income and employment gains where appropriate, High utilization and service efficiency, Clean audits and reliable, transparent data
  • Implement a 70/20/10 funding model: 70% toward direct services, 20% tied to measurable outcomes, 10% dedicated to data integrity and audit performance
  • Simultaneously expand psychiatric care, addiction treatment, and supportive housing capacity to ensure standards are both rigorous and fair

#4  Education, Faith, Family

Love and Access in Education

  • Invest in a statewide, age-appropriate Child Development Framework for education on identity, family structures, and healthy development with an emphasis on loving one’s birthed sex, emphasizing a healthy binary
    • Co-develop with therapists, educators, parents, and faith leaders to ensure balance, safety, and inclusivity
    • Promote respect for self, family, and others
    • Emphasize strong parent-first engagement, transparency, and consent protocols
  • Introduce Faith-of-Choice in Schools by enabling parent-selected, faith-based instructional options that promote shared values of dignity, compassion, and responsibility.  
    • Provide Universal “One Love” values curriculum for non-faith affiliated students
    • Establish standards and oversight for participating religious and community educators to ensure ethical, respectful instruction 
  • Encourage School Choice with increased school voucher support by 10% for the lowest-income families and 15% for students with disabilities
  • Fund research and pilot programs for AI-enabled, personalized education to augment traditional learning ensuring no reduction in teacher staffing but shifting delivery to amplifying human-to-human quality engagement (see example)

Transgender Protections

  • Permit transgender students to participate in trans-female and trans-male individual (non-team) sports categories at the high school level with statewide standards
    • Require governing bodies like Georgia High School Association to develop and oversee implementation based on medical and developmental considerations
    • Ensure parental involvement and consent in participation decisions
  • Broaden the pathways for individuals to update gender markers on state-issued identification to optionally require non-surgical amendment by two psychiatric letters and a self-attestation 
    • Require two physician and self attestation confirmed at standard renewal intervals to ensure accuracy and administrative consistency
    • Gender identity in identification is crucial for public safety of transgender men and transgender women

Responsible Digital Safety

  • Establish enforceable age verification standards across all digital platforms and applications in Georgia including cell phone applications and operating systems
  • Require platform-level identity and safety protocols to enable citizen-selected screening for harmful content, including violence, pornography, gambling, and predatory behavior
  • Default protections for children and make them available to vulnerable adult populations 

#5 Safety, Justice Reform, Smart Transport

Strengthening Public Safety & Community Trust

  • Equip law enforcement and first responders with modern tools, advanced training, and the resources needed to serve effectively
  • Implement data-driven crime prevention strategies that focus on outcomes, not assumptions
  • Expand community policing models that build trust, transparency, and collaboration between officers and the communities they serve

Responsible Gun Ownership & Privacy

  • Require certified firearm safety training prior to purchase issuing privacy-preserving digital credential token that proves training without revealing identity
  • Use cryptographic verification (zero-knowledge-style) to confirm eligibility—no registries, no tracking to ensure safety without sacrificing anonymity or civil liberties.

Local Safe Storage Standards

  • Allow counties and cities in Georgia to adopt local safe-storage (“lock-gun”) laws
  • Provide state guidance while preserving local decision-making authority
  • Focus enforcement on unsafe storage that puts others at risk, especially minors

Outcome-Based Justice Reform

  • Transition to a results-driven corrections model—funding institutions based on rehabilitation, not occupancy
  • Allocate funding: 
    • 50% for secure, humane housing
    • 50% tied to measurable outcomes such as reduced recidivism, job placement, education completion, and addiction recovery
  • Reward high-performing facilities that successfully rehabilitate individuals with full funding and performance incentives; Reduce or withdraw funding from systems that fail to deliver results

Modern Mobility for a Growing Georgia

  • Launch state-enabled rideshare and mobility innovation platforms to expand affordability

Atlanta Mobility Now

  • Achieve a 95% on-time standard for buses and eliminate “ghost buses” through real-time tracking and accountability
  • Upgrade transit stops for safety, accessibility, and shelter
  • Expand Bus Rapid Transit and scale on-demand services like MARTA Reach
  • Launch express shuttle loops connecting the BeltLine, Midtown, Downtown, and major job centers

One Love Rail: A Statewide Transit Vision

  • Expand and modernize MARTA into a connected, statewide north–south transit network
  • Link Georgia’s key economic regions to unlock opportunity and reduce congestion
  • Empower local station jurisdictions with smart access systems and inbound traffic management aligned with community priorities
  • Build transit-oriented work–live–play districts around station hubs to revitalize communities and support families

One Love Port: Leading the Future of Global Trade

  • Modernize Georgia’s port infrastructure through public-private partnerships focused on automation and security (currently a Morehouse veteran’s project)
  • Collaborate with labor partners to ensure certification, training, and workforce inclusion in next-generation port systems
  • Position Georgia as a global leader in port automation, cybersecurity, and national security innovation
  • Generate new state revenues by exporting expertise, services, and infrastructure leadership worldwide

#6:  Love Georgia

One Culture: Love

  • Introduce a One Love Civil Rights Bill comprehensive of statewide protections for sexual orientation and gender identity, and including employment and housing
  • Establish the 7-Colored Rainbow Flag as the official non-partisan symbol of shared unity in the State of Georgia, demonstrating One Love to ourselves, all our neighbors, and God, to be flown at all public buildings alongside the official state flag
  • Require all Georgia non-profit and faith based organizations to affirm the Love for One Humanity as defined by our civil rights bill as a condition for receiving state partnerships, funding, contracts or non-tax status
  • Ban organizations designated as terrorist, extremist, or anti-human rights groups from operating within the state including the KKK and the Muslim Brotherhood
  • Ban full face veils in public and head coverings of women in schools and government institutions as anti-female, anti-love practices (may be deemed unconstitutional but Love supports this policy)
  • Create a state-defined ant-trafficing standard for: Schools, Non-Profits, Religious bodies and Youth-serving organizations symbolized by a 7-Colored flag including awareness & inclusivity training, prevention protocols, protection & reporting mechanisms

American Sovereignty 

  • Strong enforcement of existing immigration laws
  • Require U.S. birthright citizenship as a qualification for holding public office in Georgia (may be deemed unconstitutional but Love supports this policy)
  • Prohibit foreign funding or influence in Georgia-based nonprofits and religious institutions
  • Prohibit the implementation or enforcement of foreign or religious legal systems that conflict with U.S. law (including Sharia Law)

Government Ethics & Financial Transparency

  • Require elected officials to place financial assets into blind trusts
  • Prohibit insider trading by public officials
  • Mandate recusal from legislative voting in cases of conflict of interest
